Shut the main switch off and check the fuses at the panel. I had a similar problem and noticed a faulty fuse. Replaced it and was back in business. The inards had fallen apart but not to the point of losing connection. How long has it been since you've had to replace a fuse? If that doesn't work unplug all of your cords from the outlets and turn off anything that draws power from the internal wiring. Test each socket to see if you now have the correct voltage. Sometimes the socket or appliance may be faulty. It's a lengthy process but beats the cost of an electrician. I had a cord that would not stay plugged in so I removed the socket (after turning the main power switch off) and the socket fell apart.
Let me know if this helps and gld luck,
Hope this helps,
Dale in Santa Cruz

Hey zman I'm a retired electrical contractor. If all else fails call your local utility, it's not uncomon to have lower than normal voltage and in most cses it's the fault of the power co. good luck Jim
